Queueing Website

I would like to hire a developer with experience in Express JavaScript. The website I require is basically a displayed queueing system. The user should be able to enter a name and then press the join button which adds them to the queue. On position one there must be a timer that counts down to zero from 5 minutes, once the timer reaches zero the user in position 1 is removed and every other user moves up a place and this continues until the queue is empty. Once a user is removed from the queue they should be able to rejoin the queue at last position.
