Plugin connecting Bubble.io web app and Twilio SMS/WhatsApp -- 2

Looking for someone to develop a custom plugin for a web app built in Bubble.io (no code tool) and connecting to Twilio. How it works:
- ABC data is created and stored in Bubble that a User signs up to receive via text/ whatsapp
- User signs up in Bubble, provides phone number, selects timezone and preferrerd time to receive automated txt
- User receives ABC data via SMS or WhatsApp at preferred time (depending on what they selected).
- User should be able to send a response back which Bubble.io platform should recognise and store in database.

Looking to understand the amount of time this will take to build as well as a quote for cost.
