I'm in need of a React JS expert that can help me develop functions to manipulate PDF files. The project aims to merge, convert, re-order, and edit PDF files. Below are the specific requirements:

- Merging:
a) The application should be able to merge multiple PDF files, images, and word documents into a single PDF file.
b) Merge multiple PDF files into a single PDF file
- Conversion:
a) The application should have the capability to convert images, word documents, HTML, and text documents into PDF files.
b) Convert PDF into images/word documents/HTML/txt based on selection
- Page Re-ordering: The application should incorporate drag and drop functionality and numeric input for re-ordering pages within a PDF file.

The ideal candidate for this role should have a strong proficiency in React JS and experience working with PDF manipulation. A keen eye for detail is a must, as accuracy and precise functionality are essential in a project of this nature.
