Need help selecting a radial chart library- possibly D3.js- possibly something other.

I need to duplicate a "Friendship Wheel" like https://gojs.net/latest/samples/friendWheel.html. With something like https://codepen.io/emilio/pen/mwYpbj type of data structure, where links are a data element. If you have worked in this area before please bid. I don't need the entire chart build just point me in the right direction.
