Need custom graph

The attached graph has been done using c3js and it is showing, on a % scale, the efficiency of an engine recorded in different moments in time. Sometimes those engines are powered off for maintenance.
My goal is to be able to show a horizontal black line which clearly says that no measurement was taken because of the maintenance time frame.

The application this will run on is yii 1.1.
You will not have access to anything but will work with the yii developer to get this done.
