Need Strapi plugin + React component development

We're looking for a developer that has experience working with Strapi CMS and can develop a plugin or component as follows: This is a time sensitive need and requires an experienced developer that will need to get up and running quickly to have an immediate impact on the project.

Strapi experience is a must have and you should be able to show past work you have done using Strapi CMS. Candidates without demonstrated Strapi experience will not be considered.

Project:
We are looking to develop a plugin similar to this but for Strapi CMS: https://apps.shopify.com/dot-banner-shoppable-images
- User can upload an image
- Set hotspots on the image that have a link
- Provides the user a preview of what they have completed before publishing to the frontend site

Must have:
- Experience developing components and/or plugins with Strapi
- Front end UI implementation
- Experience developing with React JS, CSS, and APIs
- Frontend styling experience is also a plus
