Need Help for javascript and desing

We are looking person who is not creative designer but also sound knowledge of Javscritp&jquery. HTML & bootstrap PHP
We are looking for such candidate who has creative designing skills along with the strong command on JavaScript, JQuery, HTML, PHP and Bootstrap
I have one project based on the concept of Casino Spin Wheels
1. On the wheel 10 digits are shown along with 3 colours. Each digit designates some specific gaps , Like 7,1, 5,0 have huge space and 9 have small space , all digit have same space required

2. Inside wheel Speed Slow to Increase to Slow to Decrease and stop and same as Ball speed .
