Minercaft server plugin

I'm creating a minecraft server project for underground streamers, something like smp but with a hint of competition.
I have a vision for a plugin that is based on creating clans, taking over areas, something in the medieval style
Plugin must contain
-the ability to create clans using a block from a special recipe
-the ability to create outposts that expand the clan area also with the help of a special block
-the ability to take over outposts
-a special map showing the current territories for individual clans without a specific location of the block
-tab with number of deaths and special colored ranks for members of particular clans something like essentialsx
-I also need voice chat in the game
-alarm for clan members in the territory if someone enters the territory without prior permission
-the ability to defend the attacked outpost because the takeover of the outpost is going to take place for a certain time and a few players from the opposing team
the possibility of banning on ip and general administration of the server
-creating account passwords
-welcome message
-create a cuboid only on spawn
-generating a special structure for the core of the clan building where the block will be and generating a tower-like outpost with a special block on top
-barriers limiting the span of the world
-the ability to exchange resources and the ability to create shops
