Microservice to copy/paste Powerpoint Slides

I am looking for a developer who can help me with a specific functionality: I have a library of single Powerpoint slides (Fileformat: .pptx) hosted in a web cms. I want to be able to make an API call, send the PPTX-File and then the slide should be copied onto a users clipboard so that he can paste it into another Powerpoint Presentation and further edit it there. This probably needs some JavaScript and Visual Studio skills to interact with the PPT API, as the Powerpoint Metadata needs to be grabbed and pasted.
Please suggest the time and budget you think reasonable.
