MVP: live leaderboard on video stream

We are a race timing company and are providing video streaming to some of races. We want to add a live leaderboard on the stream using OBS. We need help to set up a code that I) gets timing data (e.g. https://api.raceresult.com/210329/DBL99EV831YR61QWYVBZXI1815VC113Q) and generates a leaderboard (see example screenshot) as a web page that can be used as an input source (browser) in OBS. The leaderboard must be updated as new times come in.
