Looking for an experienced Developer

I am seeking a company who can help me build a web platform from scratch. I am a mental health counselor and this site would be used by mental health counselors to work with their clients. It is a relatively simple and limited site in that it will need the ability to offer video calls between two people (therapist and patient), host a database of videos/images that can be shared by the therapist to the client through the platform and some ancillary functionality tied to these two main purposes. The therapist user should be able to pick a video/photo from the online library and send it to the client's cell phone (by text?) where the client can use it in something like google goggles. You can take a look at https://www.remotemdr.com as a sample of an existing website that has the video call option (and on their site, they share a screen where I will be sharing videos/photos.)

I have a much more detailed requirements document that I can share. My goal is to build the basic functionality and then perhaps enter into a contract for longer term maintenance/improvement. I have not set a budget yet as I need to discuss options with you so that we can decide what is best.
