LoRaWan IoT Sensor Helium Decoder

This project would suit a developer with interest/experience of IoT, LoRawan and the Helium network.
We need a developer to write a Javascript LoRawan uplink payload decoder that can be used within the Helium Network. The objective is to decode the uplink messages from a certain make/model of LoRaWan sensor using a Helium Function. The code shall create a JSON object that we then post to a web hook.
Uplink messages are received into Helium as Hex, but are converted by Helium to Base64. These messages need to be decoded and arranged into JSON. Product documentation for the IoT Sensor will be provided detailing the exact structure of the bytes of the message payload.
