Leaflet Maps marker custom icon with custom border like the Leafly Dispensaries page

I have a page that shows some coordinates on a Leaflet map.
What I need is to have a custom border and the users thumbnail as part of the custom marker as you can see if you visit the Leafly Dispensaries web page. All I need are two types of custom borders that I will use just like they do, so that users can distinguish between which map markers or for FEATURED listings. "Featured" member markers should be larger and more eye catchy than non "Featured" members markers, but when markers overlap, the z-index should change to allow for the marker being hovered over to come forward until the mouse is moved away from the marker. Also "bounds" should be used in order to dynamically set the map zoom depending on the markers that are on the map. So if only 3 markers in the same area, the map should not be zoomed all the way out. This can be done using the Leaflet fitBounds and getBounds. I am attaching a screenshot of what I would like my map markers to look like generally, but doesnt have to look exactly the same. I am also attaching the php file you will be editing that contains the Javascript I have so far which you will edit and send me back the file once the project is complete. Starting price is just an example, you may bid outside this but please expect to stick to whatever you bid as I don't care much for "placeholder" bids. I need this to be as soon as possible as the last two people I have waited for to "review" the material for days and I can't keep wasting time as I expect to launch my website soon.
