Landing Page with 3D Animation That Moves Only When You Scroll

I'm looking for a skilled web developer to build a sleek, modern landing page using HTML, CSS, and JavaScript. The page will feature a 3D animated file that reacts to user scrolling—animating forward as you scroll down and reversing as you scroll back up. This effect should closely mimic an example page (ATTACHED)
Project Scope:
Dynamic 3D Animation: The provided 3D file should seamlessly animate in the backdrop, front and center, in sync with the user's scroll.
Modern, Clean Design: The landing page should be visually appealing and responsive across all devices.
Minimalist Content Integration: I will provide all necessary text, images, and a design file to guide the layout.
Optimized Performance: I’m unsure which language or framework would be best to ensure the 3D file loads smoothly and quickly without compromising quality. I'd appreciate guidance on the most efficient approach.
Pre-Existing 3D Files: I already have two readily available 3D files—one in .mb (Maya Binary) format and another in .usdz format. The ideal solution should integrate one of these formats efficiently while maintaining performance and visual quality.
Ideal Skills & Experience:
Proficiency in HTML, CSS, JavaScript
Experience with 3D animations on web pages
Ability to implement smooth, performance-optimized scroll-triggered effects
