Javascript/Typescript/Node/Web expert for long-term relationship

I'm looking for a long-term relationship with an expert in Javascript/Typescript, both for web and for Node. You would need to be the actual developer, not a manager.
If all works out, I will have various smaller projects and later possibly also projects related to web apps or Node.

I have an Excel document (see screenshot), meaning a CSV file. My problem is that the document has categories, subcategories, and sub-subcategories above a set of rows. I need you to make a Node script that gives me a CSV file where these category types are converted to columns, so each row contains this category information. A row is about a food product, the categories are types of food.
I could do this manually (see the second screenshot where I have made an example), but the document is too large, and this must be repeated regularly with a new data file.
