Javascript Algorithm Implementation for the Dial-A-Ride-Problem

We need to implement an algorithm described in an academic paper. The algorithm estimates the number of vehicles needed to operate a Demand Responsive Transport system.
The algorithm should be written in Javascript, and run performanently in a web browser. No UI is required, only the algorithm is needed - we will be integrating your code into a wider system. The final project should be clean, documented, and performant code with a set of unit tests.
The algorithm is an offline static heuristic-based solution to the Dial-A-Ride-Problem, and includes techniques such as Local search operators and parallel insertion heuristics to converge to an estimated solution.
We will provide the papers, test-cases and information about the domain. However, you should have strong demonstratable academic and algorithmic skills.
