JavaScript animation and Tailwind CSS style

I have simple CSS & Javascript task for you. From the 3 elements - background, inner wheel and pointer. Use Tailwind CSS classes to position the objects in a fully responsive matter.
I will send the images to a right candidate.
Then add a Javascript animation to turn the wheel as you would expect it from a wheel of fortune. The animation should be a function that takes a degree float as input.
The wheel should spin faster in the beginning and then get slower and slower until it stops. The animation should be smooth and feel realistic.
