JavaScript To-Do List Web Component

I'm looking for a skilled web developer to create a JavaScript-based to-do list for my webpage.
Key Features:
- Persistent storage: The to-do list should remain saved until the user decides to delete it.
- Topic organization: The list should be able to categorize tasks into different topics.
- Progress tracking: A progress bar should visually represent the user's completion status.
The ideal candidate for this project should have a strong command of JavaScript and web development. Experience with creating interactive web components will be an advantage. Please note, user authentication is not required at this moment, but the system should be designed to accommodate it in the future.
For storage, the to-do list will be using session storage. The chosen freelancer should be comfortable working with this storage method and ensuring data is preserved correctly throughout the user's session.
