Interface utilization match if less tham 40% then perform action

I am looking for a resource that build json/ jinja2 script that check if the interface utilization is less than 40 % if it is true then proceed next step if greater than 40 % then go to next step. Run iteration if less than 40 % 2 times to see if the utilization is stable.
