I'm in need of a talented website developer who can establish a platform where users express their interest in certain pre-defined topics on a scale from 1 to 10. The crux of the project is to develop an algorithm/feature that matches these preferences with data pre-saved in the background in order to show users which team (from those pre-saved in background) matches them the best, based on these interests.

Specifications:
