Interactive (slightly move on hover) 3D website background

I need a responsive website background (just background) which will be a 3d model (based on the attached image) and I need it to be triggered on mouse hover. The circles should move up and/or down when you hover over them (to have a kind of wave effect, I'll provide a sketch).
What would be your price for this kind of project? With or without the 3D model (I can provide)
