Installable Progressive Web App Development with Native Features and Offline Functionality

We are looking for a developer to create a simple Progressive Web Application (PWA) using HTML, CSS, and JavaScript (or JS-based libraries/frameworks). The project does not need to be highly advanced—basic functionality is sufficient. The project requirements are as follows:
1. Installability: Include a manifest file so the app can be added to a device's home screen.
2. Native Device Features: Utilize at least two native device features (e.g., camera, geolocation, or push notifications) with basic functionality.
3. Offline Support: Use Service Workers and Cache API to enable offline access and inform users when they are offline.
4. Basic Navigation: Include three simple views connected with basic navigation (e.g., Home, About, and Features).
5. Hosting: Host the application on a secure HTTPS server.
6. Responsiveness: Ensure the app works on various screen sizes (basic responsiveness is sufficient).
7. Code Documentation: Provide simple comments in the code and a basic README file with setup instructions.
