Information update auto email to clients list

We have an email list of members, each member have their own login, they can access a common data pool.
They can upload their data fields in the data pool, the data fields incldued text, files, etc.
Every time a member uploads a new data field, all the members will received an email with subject related to the data. They can login to view more details.
Members can communicate with administrator through the web portal, but they can not modify the data, only the web administrator can modify or delete the data.
Payment gateway is required, member will pay to Host Company.
