Implement Google Tag Manager to Web App

We need to implement Google Tag Manager in React application. All pages in the application should be able to generate analytics through Google Tag Manager. The first pass will be the most basic implementation. After we confirm that analytic data is appearing on the site, the SEO team will make recommendations and we will implement any required updates. We will test the implementation on the staging site first ("develop" branch). I will provide the Google Tag Manager ID after the job starts.
