How to locally simulate a React.js website in Windows 64-bit using Yarn or Firebase?

I did the following:
1. Visited https://riyazweb.dev/ It looks very professional, so I looked for the source on GitHub.
2. Forked repo: https://github.com/riyaz942/web-portfolio

I want to modify images, scripts, etc and VIEW CHANGES LOCALLY (localhost):
Using cmd.exe, navigate to C:\Github\website_folder\
3. yarn install
4. yarn start

Many errors encountered in #3.
Reports "failed to compile" in #4. Then a browser tab opens, but no animations play. Dead white page. I am a novice, if you can provide clear step-by-step instructions for how to get yarn successfully display localhost instance of the website? ***Windows 64 bit environment***

Yarn is OK for now. But ideal would be viewing an instance using Firebase emulator (if that is possible).
