HTML tiny ISSUE - TODAY (10$)

I have an HTML file with a small issue, whenever I hover/click over the displayed tabs, it shows a div on the side. I want to disable the hovering totally and when I click over the tabs, I want to display the div contents in a bootstrap popup modal.
