HTML, JavaScript, Canvas Expert needed

Each circle diameter indicates how many person speak each language. I would like an interactive piece that when you roll over a circle you can read clearly what is the language, so kind grows so you able to read it. I would like a code that can be included in web browser. The effect that I'm looking for is a grow on the one you roll over with a natural reduction rearrange of other languages. Main interactive part I am looking for is that the circle you rollover grows big enough to read and other circles are pushed away, please see attachment.
