Google PageSpeed Insights Expert Needed

We have a need for someone who has expertise with optimizing page code so that Google and its PageSpeeds Insights scores higher.
We have a large web site that is having issues despite changes we have made to it, to obtain a higher score when run through Google's page speed insights.
As a result we need an expert to tell us what needs to be fixed. We need the expert to prepare step by step instructions showing what we need to add, change, or remove from the code of the pages to make them score higher.
The current result shows these errors:
1) Reduce unused JavaScript
2) Defer offscreen images
3) Reduce unused CSS
4) Avoid an excessive DOM size
5) Reduce the impact of third-party code
6) Minimize main-thread work
7) Serve static assets with an efficient cache policy
8) Reduce JavaScript execution time
9) Avoid chaining critical requests
10) Keep request counts low and transfer sizes small
11) Avoid large layout shifts
12) Avoid long main-thread tasks
It may seem obvious by the above 12 items stating what needs to be changed, but despite many changes we made, we are unable to fix these 12 issues.
The expert MUST BE ABLE TO FIX THESE 12 ISSUES.
We will only provide the web site information to the freelancer who obtains the project.
