Google Maps API javascript with boundary shading

We use Google Maps API javascript to show a map of a part of the UK, and place markers on it from our database. We'd like to change the appearance of the map to 'fade out' the geographic areas outwith our geography of interest. That is, we'd like our administrative area to be clearly obvious by colouring other areas differently - applying a tint, or overlay or similar and having boundaries marked prominently. We want to have 2 levels of boundary marking - the local authority area, and then administrative areas within the local authority.
Our site is hosted on Microsoft Azure and uses javascript for Google Maps only. We can't install anything on the server.
This should be a very brief, easy project for somebody who has done this before.
