Geospatial Data Uploader & Display Tool -- 2

I need a web-based application that can upload geospatial data in different formats such as kmz, kml, shp, etc. It should then display this data on an interactive map within a browser in Windows OS. The tool should also save the uploaded geospatial data into a PostgreSQL database.

Key requirements:
- Upload and convert geospatial data formats
- Display geospatial data in a browser using Leaflet.js
- Save the data to a PostgreSQL database

Ideal candidate would have:
- Strong experience with Spring Boot
- Proficiency in working with geospatial data
- Expertise in web development and interactive mapping using Leaflet.js
- Prior experience with PostgreSQL or similar databases
- Ability to build intuitive, user-friendly interfaces
- Knowledge of Windows OS is a plus
