Generate a PDF from a HTML-Page (CSS-supported)

Dear Freelancers,
I need your help in finding an solution for converting an HTML-Page with CSS style into an PDF.
CAVEAT: It should support Flexboxes and be based on DOM-Elements and NOT be a screenshot or snapshot of the page
It should be done either in PHP / Laravel environment or JavaScript. (Open for extra solutions)
Excluded: NodeJS should be excluded and with it Puppeteer and Browsershot.
