Front-End Web Development Login & Navigation

I'm in need of a skilled front-end web developer who can implement a login system and a side navigation bar for my website and cellphone app.
All pages must be responsible to work well on desktop and on mobile devices screens.
Login Functionality:
- The login system should be built for traditional email and password combinations. additionally, a domain question is needed after email address is given. .
Navigation Structure:
- A double sidebar navigation. first level menu bar, second navigation bar. The navigation bar contains dynamic items and a search that must be queries using an API.
