Dynamic Website Development for IT Services Company

I'm looking for a talented web developer to transform my static HTML + Bootstrap template into a dynamic web application. This site will represent our IT Administration Services company and should have features like blog publishing with comments, user login, and subscription capabilities. While it isn't overly complex, the site needs to be SEO friendly and hosted on our private cloud infrastructure.

Key Requirements:
- Frontend Development: The site needs to be built using a proper frontend framework (JavaScript based framework like React), providing a seamless, interactive user experience.
