Dynamic HTML Service Filter Page

I need a dynamic HTML page built, split into approximately 6 rows. The top rows will feature image icons, while the lower rows will contain buttons or boxes with service descriptions. The goal is to create an interactive page where clicking on any of the buttons, icons, or logos filters the items in the other rows.

Key requirements:
- Implement Image icons in the top rows
- Display service descriptions in the lower rows
- Ensure filtering occurs with a transition effect when a button or icon is clicked
- allow for default display of only the first X number of items, some may remain hidden until some filters are selected
- The web page will be hosted on different platforms, possibly including SharePoint so it cannot rely on a particular CMS.
- If possible the page should reference an external XML or similar file so it can items can be added or removed as needed
- As a second phase, would like a page to help build that XML, as items reference each other it will assist in ensure everything is linked correctly.

Ideal skills for the job include:
- Proficiency in HTML/CSS and JavaScript
- Experience with creating interactive web pages
- Ability to work with image icons and implement a transition effect for filtering.
