Drag And Drop Objects On a Horizontal Stage.

I am looking for someone to create a drag and drop feature using html, css and javascript for me that would allow users to add different images (divs) to a stage. The elements need to be differentiated when being dragged around, as well as their positions being saved correctly when dropped. Each element has to have their own horizontal only resize handles and show their actual width above their name. The stage needs to be horizontal plane and it should be possible for the user to move the objects around each other on the stage but objects cannot overlap each other and must fit within the available space in the stage and snap into place. . I am looking for someone who is familiar with web development and can create a neat and smooth drag and drop experience. It doesn't need to be fancy looking i just need general fuctionality.

I would prefer if the Konva JS library be used to do this but if any other method is used please state and elaborate why.
