Document tool: Draw diagrams

I am seeking a skilled freelancer who can create a document tool that allows me to draw flowcharts for process documentation. I have a specific template that I would like to use for the flowchart design, and I am open to suggestions for customization. The ideal candidate should have experience in creating document tools and be proficient in flowchart design.
Requirements:
- Ability to create a document tool for flowchart design
- Experience in flowchart design and customization
- Familiarity with process documentation
- Excellent communication skills
Use ASP Dot net or Nide.JS/JavaScript to draw diagrams (shapes ) on a web page with connectors. Web page should Save/Edit/Delete/retrieve the diagram information(including connector names) to sql database. Sql tables/code will be provided.
Deliverables:
- web application/documentation and bug free code.
- A functional document tool that allows me to draw flowcharts
- Customization of the flowchart design to match my template
- User guide and documentation on how to use the tool
