Develop a web application based on an Excel Workbook that has multiple worksheets

I am looking for a developer to create a web application that will be used for Data Entry and Management. The application will be based on an Excel Workbook that has multiple worksheets. I am looking for someone who is experienced with React JS/JavaScript & Node.js as my preferred technology stack. The web application will require user authentication and permissions, with multiple user roles. The ideal candidate will have experience in developing web applications with user authentication and permissions with Node.js. Sample budget and sample wireframes attached. Work will commence asap.
