Develop me a Minecraft plugin

Hey, I need a rogue lite like plug-in for my Minecraft server. Players will gain powers(abilities) by just playing the game. Mining blocks, killing mobs, farming, etc. The powers could just be like strength, haste, regen, etc. I would like to have it so players get permission.nodes as well as drops. Also when a player dies they lose all there powers and have to start again.
