Debug script: Scraping data in php

I had a developer 4 years ago that developed a script in Python and PHP to scrap data from a website. The script retrieves data by scraping from a website, then store it in a database. It was working perfect, but after few months, now something changed, then I'm not able to run it.
Requested work:
The work to do is to understand the script in PHP then make some modification to let it working again: scrap data / store data, create a web page where user make scraping request by id.
I join here the project description given to the developer. If you are interested, I will give you the script + login to check the code and make some tests.
The script was paid for USD120 . I expect to pay about USD75 for the script debug and correction and the web page creation (website already available in wordpress).
I would like that you add some comments on the code to make it easy to understand, and make a small PDF how was developped (functions created, libraries used, etc) and user manual: which library and tools to install, how to run.
