Data integration work via API for Telegram

I would like to access data via the API for Telegram. The data required relates to pinned messages in a number of groups that I wish to monitor. I would like to monitor a large number of groups (hundreds). The identification of keywords would trigger a push notification to an external web application which will pass the relevant pinned message and details via API.
I would like to understand:
1) How would group access and security work? Would my account complete the captcha to get into the group?
2) What lag (if any) would there be on the post being made to getting the data into the external web application?
