Custom Plug-in via Builder

I have an idea for a new plug-in and I want it built end-to-end with Plug-in Builder. The plug-in is for NLE video and audio editing programs. The plug-in will do one simple thing: it will block all of the other plug-ins after it, unless a video or audio event appears on the timeline. So if there’s empty space on the timeless, no effects will be applied to that empty space, which is a huge waste of time in rendering and slows down playback. Plug-in MUST work in latest version of Vegas Pro 26.
