Crypto Arbitrage

I'm lookin for doing a Crypto Arbitrage software/web application that scans all cryptocurrencies to find price differences between exchanges for defined lift of currencies, then it buys from Exchange A (where it has lower price) and selling in Exchange B (where it has higher price), let me know if you can do this kind of softwares/web applications..
The software/ web application should have it's own Wallet and should be able to be registered in as many as crypto exchanges, and should get preapproved transactions so it can place BUY/SELL transactions in less than a minute in between exchanges..
The application wallet should be Master and could have Virtual wallets, so every user could create a separate wallet.
Let me know if you can do it and what is your timeline and cost to do this project..
