Cross-Compatible Outlook Email Tracker

I'm looking for an experienced developer to create an Outlook plugin that primarily focuses on email tracking.
Key Requirements:
- The plugin should be compatible with Outlook.
- It should primarily track emails, trigger events when new emails come in and out of the Outlook client.
Skills Recommended:
- Proficiency in developing Outlook plugins. ( we don't need EXE, it should be an outlook plugin )
- Strong knowledge of development of outlook plugins.
The ideal candidate should have a good understanding of the limitations and capabilities of the Outlook platform.
This can be achieved in outlook plugin and JavaScript
