Create text editor from the ground up (No contenteditable) like google docs, using SvelteJs/Typescript

This project is very difficult which is why I'm attempting to push it on to someone else (I don't have the time to figure it out)
I need a text editor built from the ground up without using contenteditable but rather with javascript handling the layout / cursor and everything (see https://drive.googleblog.com/2010/05/whats-different-about-new-google-docs.html). I need it to be built with SvelteJs using Typescript. I'm not super concerned about asthetics as I can manage that my self, the crucial thing is that it functions perfectly. I also need it to be designed in a way as to support custom content types (this is one of the main reasons I need it done this way). I need it to be easy enough that I basically just need my svelte component and It would be integrated in the same way as other more basic things (like p or h1) are integrated, in the config file. I don't even need a toolbar necessarily although I would appreciate a very basic and ugly one demonstrating how it is made. You only need to implement a couple of different styling things like bold/italic as long as they can be implemented in a typescript config file very easily. I'm hoping for basically block level, and inline type elements as separate things, but I don't want every inline element to be able to be applied to every block level, rather each block level disides which inline it supports. Another thing is that block level elements don't even necessarily have content. My primary use case (which happens to be Bible verse Insertion (Don't implement this I'll do it)) the Block Level element doesn't even have content it just has a verse parameter that takes one of my VerseEntity objects.
I will pay $100 for this, I won't be super concerned about your deadline as long as it makes sense for your explanation
