Create a site with URL Shortner Function

You need to build a site with url shortner function like bit.ly or others. The generated links should redirect first to a landing page what should contain:
- Some texts with instructions for skipping that page (Installing a google chrome extension to skip the page! This is the single condition to bypass the page)
- a script who will check if the chrome extension is installed before to skip the page
- a script that will check if the user browser is Google Chrome(if it isn't browsing with google chrome, need to be displayed the instructions to use only the Chrome Browser + Installing a Chrome extension)

The site should have also an index page where anyone will be able to create shortlinks, and an admin page where I can see the stats about users accessing links or removing links.

The short description of the flow is:
1. Anyone can access the site and create a short link on the index page.
2. The users who will access the short links will need to browse with Chrome Browser
3. When a user is accessing the short link, he won't be able to skip the intermediary page until the chrome extension will be installed and enabled
4. When the extension is installed and activated, the user will arrive to the final destination URL.
