I am looking for someone or a team to build a plan (timeline and/or flowchart) for a full website
This site will be a highly dynamic, fully responsive, and run off API's. The data from multiple streams, sources, and feeds should automatically update and load on this website.
Basically I'm looking for a Project Manager with an understanding of programing.
This website should focus on expanding athletics.
Expand Athletics is brand that focuses on educating and promoting athletics.
Youth, High school, and College athletes are the primary focus.
The website should feature:
Stats, highlights, news, articles, scouting reports, scores, workouts, and nutrition.
This information will come from many API's.
I will be using the plan created to hire someone to build a website with HTML-5, CSS-3, JavaScript ES9, React, Json, Node.js, and anything else needed within the modern ecosystem of programing.
I will also need SEO and other marketing tools such as AdSense. This website will need to generate adverting revenue.

I need you to determine how many billable hours and at what rate this should be estimated to cost.
I have been told that this project would take about 250-300 hours. I need you to determine what those hours consist of and how they are billable.
