Create low resolution thumbnails for high resolution images, mainly tiff image formats

We need a plugin which can create low resolution thumbnails for high resolution images, mainly tiff image formats which will be like 100-200MB in size.
We are using Amazon S3 bucket for storage and also a javascript plug-in from Amazon for image upload.
