Create a google webapp to grab questions and the answer cell formatting

I am looking for a Google app developer to create a google webapp that create the script and html that can grab questions and answer cell formatting from Google Sheets.

Skills and experience needed:
- Proficiency in Google Sheets app script and HTML and webapp development
- Experience with form creation and integration with Google Sheets

Requirements:
- The webapp should be able to extract questions and answer cell formatting from specified Google Sheet
- The extracted data should be stored in a way that allows a single user to fill out a form
- The webapp should have a user-friendly interface, allowing for easy data input.
- The data collected will be inputted into a google sheet.
- MUST be build and hosted within Google

Sheet1
Column A host the answers
Colum B host the cell formatting
Sheet 2
Host all the dropdown data (Will be dynamic)
Sheet3
Will be where all the data will be inputted from the webapp form.

Hurtles
Need to be able to allow new questions, and able to hide questions, not needed.
all the data from the form will stay for any questions that was hidden
