Create a formatted google sheet with permissions for each tab

I'm looking for a google sheets expert that can format a google sheets spreadsheet for me.
I prefer someone who can code the details using the sheets Javascript API or apps script.
But will accept people who are good at formatting and sheets formulas.
The formatting is straight forward but I need the tabs in the spreadsheet to only have access by specific users/emails.
