Re-Create existing website from Wordpress to PHP

I need my current site reproduced Exactly in PHP from Wordpress.

Key points
• Match the front-end layout exactly as it appears now, including images, spacing, breakpoints, contact forms and any responsive behaviour.
• Re-create the contact forms so they submit correctly, send notifications to my chosen email address and display success / error messages.
• Please build on clean, well-commented PHP and standard HTML/CSS/JS so it remains easy for me to expand in the future.
• Backend / Admin panel development to upload BLOGs
• Fully customised as per existing layout, all pages should done separately with clear code and no theme should be used.

Once finished I expect:
– A fully working PHP site on my in-house served from /public or similar root
– All form processing scripts tested and documented
– A brief read-me noting any third-party libraries or settings I should know about
